Members of the Parliament can raise the current critical Public issues without any prior notice to the speaker. Normally all the discussions and topics should be noticed by the speaker 10 days in advance. But zero-hour discussions are an exception to this.
History:
Most of the concepts in the constitution referred from outside INDIA, but this is our own innovation which exists since 1962 and still in practice. During 1960 the members of the parliament started to raise public critical issues even after the Question hours. Rabi Roy ninth speaker of the parliament made several changes in the parliament proceedings to provide more opportunities for the members to discuss the public important matters. He proposed a mechanism "Zero Hour" to raise matters in a more regulatory manner.
Word Origin:
This session exactly starts at 12'O clock midday. As per railway timings, 12'O clock is considered as Zero hours, that's why we call it Zero Hour.
Rules:
- The total zero-hour question should be one hour (12 PM to 1 PM)
- Individual MP gets only 3 mins to raise their questions in one week
- In Lok Shabha 20 Question can be raised in a single day, but in Rajya Shabha only 7 Question can be raised
- Respective department minister is responsible for answering the question raised by MP's.
