Guillotine Motion

            The parliament procedure to prevent delay in the various legislative bill by fixing a certain time period. Within this allocated time deadline all the voting should happen.

Procedure:

        It is the most common practise in the Lok Sabha during the budget session. After the budget presented by the Finance Minister, the parliament is adjourned for three weeks. During this time 24 standing committee in the Parliament discuss the demands for grants and prepare reports about it. Once the parliament starts again BAC (Business Advisory committee) schedule timing for discussion and voting all the demands for grants, mostly it will be for Defence, Home, Rural Development,Human Resource and External ministries. After all this, Most of the demands for grants left without having enough time. So the speaker of the house uses the term Guillotine to bunch together all the pending demands and makes votes in a single run.


Reason for Usage of the Guillotine:

        If the ruling party does not pass the Finance bill, then it is consider as vote of no confidence against the government. This may leads to government may fail, this fear leads to usage of the super power Guillotine to pass all the terms in the Finance bill.

Word Origin:

        It is a French word. A machine having the blade vertically standing over a groove for beheading the people
